The Odisha government has launched EV Policy  2.0, revising its existing 2021 policy. The new version extends the policy’s duration and raises its incentives for both EV buyers and Charge Point Operators (CPOs).

The revised policy targets a 50% share of battery electric vehicles (BEVs) in all new vehicle registrations by the year 2036. As of June 20, 2025, EVs account for 8.71% of new registrations in Odisha, a rise from 1.16% in 2021.

The state currently operates over 550 public charging stations. To support further EV growth, the State Transport Authority has issued an RFP for more chargers at key locations statewide.

Meetings chaired by Usha Padhee (Commerce & Transport) and Vishal Kumar Dev (Energy) reviewed plans to strengthen both EV supply through local manufacturing and demand via consumer incentives and infrastructure support.

This policy follows Odisha’s earlier success in offering subsidies, including ₹5,000 per kWh and road‑tax exemptions, now expanding to include CPOs and infrastructure builders. It also supports plans to mandate EV use in government fleets and set up battery-swapping stations.

The EV Policy 2.0 adopts a holistic approach, combining manufacturing support with consumer incentives and infrastructure expansion. The goal is to create a balanced and inclusive EV ecosystem in Odisha.
